- FAIR Act implemented 30 June.
- - Requires Federal agencies to submit to OMB and make
public an annual inventory
- of commercial activities performed by civilian employees
(depot maintenance
- and military are excluded).
- - Reporting civilian positions as reviewable for purposes
of the FAIR inventory does
- not mandate these positions be competed. Only requires
the Army to
- consider competing these positions within a reasonable
time.
- DRID 20 coding used as basis as amended by ASA(MRA) (June
15 1999 memo).
- - Moved all GS14 and below from Code G to Code H.
- - Moved all positions GS12 and below from code H to code
I.
- - Certain functions and grades from code I to code R
based on functional matrix.
- OSD has not submitted inventory to OMB, yet.
