- Major concern regarding executability of cumulative redesign and affordability reductions

Winter Command Plan supplemental guidance (Suspense; 15 April):
- It is essential to document FY98 TDAs in accordance with PPG
- If documentation is not possible; document problem areas
- Non-documentation does not restore dollar/space reductions
