Vision / Mission

Serve as principle advisor to the AA on manpower management, force structure, and general management issues. Represent the AA in HQDA reviews and studies.*

 

Management and Manpower Division Roles and Responsibilities
Manage the manpower program and budget cycles for OA22
  • Formulation, coordination and submission of all cycles of the Planning, Programming and Budget Execution System
  • Command Plan formulation and submission
  • Tables of Distribution and Allowances (TDA) building, reconciliation and approval
  • Authorization, workyear, senior position, allocation
  • Streamlining Plan formulation and submission
  • Concept Plan review and analysis
  • Provide liaison, coordination and support to activities during all phases of the budget and TDA cycles.
Strength Accountability
  • Manage the Departmental and Staff Support portion of AMHA
  • Manage and report on civilian end strength, workyear execution, senior positions levels, supervisor-employee ratios, and NPR targeted positions.
  • Manage and report on military utilization and end strength
DA Welfare Fund
  • Maintain Fund accounting records
  • Prepare disbursements
  • Prepare reports to Board and others as required
DA Suggestion Program
  • Receive and coordinate suggestions
  • Maintain records of awards and denials
  • Prepare award certificates
  • Prepare reports as required
RS-W Newsletter:
  • Coordinate input and write quarterly newsletter publication
  • Coordinate newsletter information for inclusion/update to Resource Services-Washington website.

  • Tables of Distribution & Allowances (TDA) Management-of-Change (MOC) window submissions for Budget year based on President's Budget. (In the future this MOC window will be utilized to document first Program year.)

  • Mobilization TDA preparation and submission
Feburary thru March
  • Manage Authorized Grade and Skill (MAGS) (military) published and updated for documentation on TDA.
  • Streamlining Plan updated - Civilian Senior Grade guidance published and distributed.
  • PA Annual Report (@ 1 Mar)
March thru April
  • Command Plan submission required to update Force Structure System.
May
  • Automatic Update Transaction System cycle for TDA/PBG compares.
June
  • TDA paper-copy receipt and review.
July thru August
  • Mini-POM preparation and submission.
July thru September
  • TDA MOC window submissions for first Program year. (In the future, this MOC window may be eliminated.)
September thru October
  • Prepare Workyear allocation for execution year.
  • MCP Annual Assurance Statement

  • Annual Suggestion Program report.
