HAC Mark-year long CR (Amendment to Senate Amendment of HR3082) 8 Dec 2010

 

Below is a summary of CR funding by appropriations:

 

Chapter 10, Sec 3001:

 

MILCON:     MCA-$4,885,000,000 (includes OCO) -Reflects a decrease of $113M (MCA and OCO request combined)

            MCAR-$318,000,000

            MCNG-$874,000,000

            AFH-$92,000,000

            AFHO-FY10 level

            HAP-$17,000,000

            1990 BRAC-$360,000,000

            BRAC 2005-$2,354,000,000

 

**Within 45 days of the enactment of this section, the Department of Defense shall submit a project-level expenditure plan for fiscal year 2011 for the accounts funded in this section.  All accounts include P&D and Minor.

***Any earmarks in the FY11 authorization and appropriations are not authorized (i.e. $190M barracks plus up, Guard and Reserve plus up, etc)

 

O&M:

 

-Funding level (Sec. 1101) - unless otherwise adjusted in the CR, spending levels are at the levels in the FY10 Defense Appropriations Act or the FY10 Consolidated Appropriations Act.

 

-New starts for O&M (Sec. 2327 (a)) - new starts or increases not included in the FY10 NDAA are prohibited until an FY11 NDAA is passed or 31 Dec 2011.  Additionally, SecDef (w/OMB approval) may submit a single transfer request to realign funds for execution in FY11 NLT 60 days after enactment.  This request can include new starts or changes in level of effort.

 

-Off-post schools (Sec. 2329) - $250M Defense-wide O&M is available to the SecDef for grants to construct, renovate, repair, or expand elementary and secondary public schools on military installations.

 

-Transportation infrastructure improvements (Sec. 2330) - $300M is available to SecDef for OEA grants for transportation infrastructure improvements for medical facilities related to BRAC (Ft. Belvoir & Bethesda).
