SUBJECT: The United States Army and the National Partnership for Reinventing Government - 1998 Annual Report on Reinvention and Quality Initiatives

          The Department of the Army continues to set the pace in changing government through implementation of the National Partnership for Reinventing Government and Total Army Quality initiatives. Many of this past years success stories are highlighted in the enclosed copy of The United States Army Reinvention and Quality Initiatives - 1998 Annual Report .

          The Department of the Army promotes innovation leading to better government by creating an organizational climate that empowers employees and rewards initiative. The majority of Army installations and support functions seek continuous improvement through Baldrige based criteria and many of them are experimenting with radical process change such as Reinvention Laboratories. This report highlights some of the successful initiatives that Army organizations, teams and individuals implemented during the past year. As we embark on the new millennium, we need to spread these successes across the Army by adopting and adapting the initiatives to gain efficiency and effectiveness for the Total Force.

          We strongly encourage the widest dissemination of these successes and benchmarking against these high performing organizations wherever possible.

      "The U.S. Army continues to play an integral role in implementing the principles of Vice President Gore’s National Partnership for Reinventing Government (NPR). This report details the FY1998 successes that have resulted from the Army’s commitment to achieving the Presidential vision of a government that "works better and costs less". With its scores of accomplishments, this report demonstrates how our soldiers and civilians are achieving major changes within the Army. We expect this report to be a catalyst to generate even more initiatives to further the goals of the NPR and strengthen our quality Army."
