The Reengineering Legislative Change Process |

The Reengineering Legislative Change Process (RLCP) was developed to support reinvention initiatives that require changes to federal law. The RLCP streamlines the staffing of proposals through DA and ensures proactive senior Army leadership support as proposals advance through the legislative process.
Major Army Commands desiring to propose either a new law or a change to a law in support of their reengineering efforts shall submit the proposed legislation to the Office of the Chief of Staff of the Army, Management Directorate, for consideration under the Reengineering Legislative Change Process. To be favorably considered for RLCP action all proposals must:
- support Army reengineering and reinvention initiatives;
- be submitted in accordance with Section 2, DA Memo 340-6 (dtd 1 Dec 90, Proponent - OCLL);
- be approved by the reinvention center Commander;
- have a MACOM "champion" empowered to speak for the commander and also to serve as the point of contact through the entire legislative change process;
- and the proposal must not violate the pay-as-you-go (PAYGO) provisions of Title XIII of the Omnibus Budget Reconciliation Act of 1990.
Reinvention Centers and Labs will use the following guidelines when preparing proposals for submission. Submitted proposals will include the following:
- A detailed description of the proposal
- A justified statement with supporting background information
- An explanation of how the proposal furthers reengineering and reinvention objectives
- Projected cost savings and/or cost avoidance data
- A legal opinion, which discusses all existing laws and statutes that would be affected
- Potential applicability across DoD
- Point of Contact Information for the MACOM champion
Once the Management Directorate receives the proposal, a Reengineering Legislative Working Group(RLWG), made up from the ARSTAF, meets to consider the proposal's probability of success, economic pay back, applicability across DoD, and its ability to garner a unified Army position. The RLWG will provide its recommendations for the proposal to the Director of the Army Staff, who will determine whether or not the proposal will be expedited or processed through routine legislative channels

The Reengineering Legislative Working Group (RLWG)
To assist the reinvention labs and centers in their efforts, the Army established the Reengineering Legislative Working Group (RLWG). The working group is facilitated by the Strategic Management and Innovations Division and is comprises the following representatives:
- Office of the General Counsel,
- Office of the Staff Judge Advocate,
- Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs,
- Office of the Assistant Secretary of the Army for Financial Management and Comptroller,
- Office of the Chief Legislative Liaison,
- and ARSTAF Functional Proponents
The purpose of the RLWG is to conduct a comprehensive review of all proposed legislative changes submitted in support of Army reinvention and reengineering initiatives. The RLWG validates the inherent value of each legislative change proposal and determines the best course of action for gaining Congressional approval. The RLWG serves as the HQDA action team for preparing reinvention/reengineering legislative change proposals for Army leadership approval, and for coordinating approved legislative proposals through the system. Proposals should be sent to the Strategic Management and Innovations Division, Management Directorate, Office of the Chief of Staff, Army. Once received, the proposal will be analyzed by members of the RLWG.

Implementation Guidance
It is important to note that changes to federal law will not necessarily result in immediate changes to the effected regulatory guidance published by the Army functional proponent. Coordination to ensure changes to the appropriate regulation are published, or waivers are granted prior to implementation is the responsibility of the MACOM.
