Mission

To develop, promote and implement strategic management policy and guidance that support the Army Vision. 

Provide advisory services to Army staff principals and senior leaders.

     Responsibilities

Develop HQDA policy and plans to embed Total Army Quality (TAQ) as the strategic management framework for continuous improvement throughout The Army and within HQDA. Promote TAQ initiatives and provide policy and guidance for various programs/projects, i.e. Army Performance Improvement Criteria (APIC), Army Regulation 5-1, Total Army Quality.  Develop policy, procedures, and guidance in support of government initiatives for performance improvement such as President's Quality Award, Army Suggestion Program, Office of Personnel Management (OPM) Quality Conference, various private/public/Department of Defense (DoD)/Army award programs, reinvention centers/labs and waivers, cycle time, privatization, benchmarking, best practices, customer service standards, and partnerships.  Maintain Leading Change website.
