Re-Oriented 2002 President's Quality Award (PQA) Program |

Eighteen Army applications
representing all five categories of the re-oriented 2002 President’s Quality
Award (PQA) Program were sent by the Strategic Management and Innovations
Division (SMID), Office of the Chief of Staff, Army, to the Office of the
Secretary of Defense (OSD) Quality Management for review and forwarding to the
Office of Personnel Management (OPM), administrator of the Program.
There were seven finalists selected from the 98 total applications received at OPM for the 2002 PQA Program. They were:

Defense Dept. 55th Wing,
Offutt AFB
DoD National Imagery and Mapping
Agency (Nebraska)
DoD Health Affairs, Military Health
System
Department of Interior, Bureau of Land
Management
EPA, Financial Office
The Department of Labor
The winners, announced at a later time
and honored at the PQA Ceremony on Monday, 25 November 02, at Ronald Regan Bldg,
Washington, DC, were:

National Imagery and Mapping Agency (Nebraska)
The Office of Personnel
Management received a total of 98 applications for the Program.
The new PQA Program now focuses on the five government-wide initiatives
of the President’s Management Agenda (PMA) at www.whitehouse.gov/omb/mgmt-gpra.
The Program will recognize organizations for their performance and
results in any or all of the five following categories:
Strategic Management of Human Capital, Competitive Sourcing, Improved
Financial Performance, Expanded Electronic Government, and Budget Performance
Integration.
The participating Army organizations were:
Category 1:
Strategic Management of Human Capital:
linking management of human resources to mission objectives, and using
strategic workforce planning.
U.S. Army Tank Automotive Command Armament, Research, Development and Engineering Center
U.S. Army Great
Plains Regional Medical Command
Category
2: Competitive Sourcing:
achieving efficient and
effective competition between public and private sources to generate significant
savings and performance improvements.
Headquarters, Training and Doctrine Command, Commercial Activities Directorate
Category 3: Improved Financial Performance: improving accountability to the American people through audited financial reports.
Category 4:
Expanded Electronic Government:
making it simpler for citizens to receive high quality services from the
Federal government, while reducing the cost of delivering those services.

Category 5: Budget and Performance Integration: integrating performance information review into the budget decisions.
The re-oriented
Program’s award is the Presidential Award for Management Excellence.
Organizations selected for recognition by OPM will serve as role models
and benchmarks for other government organizations to attain similar success.
In August 2002 subject matter experts evaluated the 98 applications, in
part, by the results attained and the transferability and sustainability of the
improvement, sharing of those best practices and providing significant leverage
in creating a government that is citizen-centered, results-oriented, and
market-based.
In September 2002 a
Panel of Judges selected by OPM reviewed the strongest nominations selected
by the subject matter experts.
