Army Regulation (AR) 5-20, Competitive Sourcing Program effective 27 July 2008, the DA PAM 5-20 dated 27 June 2008, and all prescribed DA Forms 5473, 5475, 5476, 5477, 5478, 5479, 5481, 7194, 7375, and 7379 (dated March 2008) are posted on the Army Publishing Directorate website located at http://www.apd.army.mil/. AR 5-20 implements Office of Management and Budget (OMB) Circular A-76, 29 May 2003, DOD Directive 4100.15, and DOD Instruction 4100.33. It provides guidance for managing and executing the Competitive Sourcing program. This regulation establishes procedures and provides the instructions for conducting A-76 studies to determine the most cost effective performance as to whether contract or Government personnel will perform the commercial activity(s). Lastly, AR 5-20 applies to all Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve organizations having commercial activity(s).
